NIPPON HAKUYOHIN KENTEI KYOKAI (an abbreviated name, HK),
was established on 5th January 1974 as the certification body of ship equipment and recognized to act on behalf of Japanese Government, Ministry of Transport on 22nd January 1974.

1. History
In the beginning, the items subject to certification and testing were limited to conventional ship equipment such as ship lights,life-saving appliances, fire-fighting appliances, hatch tarpaulins.
Since then, safety standards were modernized and the measures for the prevention of marine pollution were strengthened internationally with the amendments to “the International Convention for the safety of Life at Sea”(SOLAS), “the International Regulations Preventing Collisions at Sea” and “the International Convention for the Prevention of pollution from Ships” (MARPOL) and corresponding amendments have been introduced to the relevant laws and regulations of Japan.
Furthermore, ship structures and equipment are becoming more diversified reflecting changes in the mode of operation and utilization of ships. In order to cope with such trends, the items subject to certification and testing have been increased to cover various kinds of products ranging from simple conventional equipment to highly sophisticated electronic devices.
On 1st January 1987, we began on certification and testing of packagings for dangerous goods based on “International Marine Dangerous Goods Code” under the authorization of the Japanese Government.
On 26th December 2005, we registered with Japanese Government under Industry Standardization Law as the certification body of products fabricated in accordance with the requirements of Shipbuilding Division F (JIS F) of Japanese Industrial Standards and, on 11th January 2006, began on certification and testing of products.
2. Object of certification in accordance with International Convention

2.1 Lifesaving Appliances
Lifeboats, Life-rafts, Boat Davits & Winches, Evacuation Sliders, Lifejackets, Buoyant Apparatuses, Lifebuoys, Emergency Position Indicating Radio Beacon (EPIRB), Two-way Radio Telephone Apparatuses, Radar Transponders, Equipment of Survival Craft, etc.
2.2 Navigational and Signaling Equipment
Ship Lights, Whistles, Magnetic Compass, Gyro Compass, Pilot Ladders, Echo Sounding Devices, Navigation Radar, Automatic Radar Plotting Aids (ARPA), Electronic Plotting Aids (EPA), Global Positioning System (GPS), Speed and Distance Measuring Devices, Rate-of-turn Indicators, NAVTEX Receivers, Voyage Data Recorders (VDRs), Marine Transmitting Heading Devices (THDs), Universal Shipborne Automatic Identification system (AIS), etc.
2.3 Fire Fighting Appliances
Fire-protection Products, Emergency Fire Pumps, Fire Hoses and Nozzles, Water Fog Applicators, Spray Nozzles, Sprinkler Heads, Fixed Local Application Fire-fighting Systems, Fire Extinguishers, Potable Foam Applicator Units, Fire Detectors, Control Panels for Fire Detection System, Heat Protective Clothes, Self-contained Air Breathing Apparatuses, Emergency Evacuation Breathing Devices (EEBD), etc.
2.4 Appliances and Materials for Marine Pollution Prevention
Oily-water Separating Equipment, Oil Content Meters, Flow Meters, Tank Cleaning Machines for Crude Oil Washing, Mechanical Ventilation Systems, Sewage Treatment Plants, Bilge Oil Content Monitoring Systems, Bilge Oil Discharge Monitoring and Control Systems, Waste Crushers, etc. Oil Boons, Oil Dispersants, Oil Gelatinization Agents, Oil Absorbents, etc.
2.5 Cargo Containers
Dry Cargo Containers, Flat Rack Containers, Open Top Containers, Refrigerated Containers, Tank Containers, etc.
2.6 Packaging for Dangerous Goods
Portable Tanks, Large Packaginges, Intermediate Bulk Containers, Small Packaginges, Pressure Receptacles, etc.
2.7 Others
Hatch Tarpaulins, Life-saving Clothing for On Weathered Deck, Cargo Hoses, Air Tight Clear View Screens, Portable Electric Lamps, Deck Washing Machines, Electrical Apparatus for Explosive Gas Atmospheres, etc.
3. Certification services in accordance with Industrial Standardization Law
The evaluation and certification program of products, to which Japanese Industrial Standards (JIS) apply, was changed and came into force from 1st October 2005, although the conventional program will remain effective until 30th September 2008.
The new program consists of assessment of quality management system of factory and testing of products in accordance with the requirements and specification of Japanese Industrial Standards (JIS). After successful completion of “Evaluation” by the certification body, an applicant is granted to stamp “JIS Certification Mark” on his products as the evidence to comply with the specification of JIS.
The “Evaluation” must be carried out by the certification body accredited by and registered with the Japanese Government.
The objects of our certification services accredited by the Government are Valves, Water/Oil Strainers, Anchors, Anchor Chain, Winches, Water/Electric Equipment, etc. Please refer the attachment of “Guidance of Procedure for JIS Certification Mark Program”.
